AMTRAK Request for Letters of Interest for Construction Services for WAS Handrail and Retaining Wall Construction: LOI # X140-23339


Letter of Interest Deadline: 12/1/23

Amtrak is accepting Letters of Interest for repairs to a wall at Washington Union Station in Washington DC. The stone portion of the retaining wall is historic and will undergo minor repairs; the concrete portion at the North end will require extensive structural/concrete improvements, including a new concrete cap; and the steel section at H Street will undergo various steel repairs. The retaining wall concrete work is extensive and requires shoring of adjacent tracks (20 & 22). There are numerous utilities mounted to the face of this wall that are abandoned and or defective.


The abandoned utilities are to be removed and damaged conduit to replaced. The historic railing mounted to the top of the wall will be replaced with a railing that complies with current safety standards. The Contractor will perform the following work:

  • Survey existing conditions and verify design drawings.

  • Install shoring and other safety barricades.

  • Selective demolition of the retaining wall

  • Extensive concrete repairs to retaining wall.

  • Removal of safety barricades

  • Miscellaneous steel girder repairs

Amtrak forces will perform the following work:

  • Locate utilities.

  • Selective demolition of the utilities

  • Demolition of railing

  • Installation of new railing mounted to the top of the historic wall.

  • Install and remove temporary grade crossings.

  • ET Protection, C&S support, B&B electrician support

  • Provide job briefings, site supervision and flagging support.

This project is scheduled to start in January of 2024 and take approximately ten (10) months to complete.

Statement of Interest shall include:

  • Name of Firm (if a single entity) or Joint Venture Partners and significant subcontractors.

  • The Name, Title, and Contact information of the Single Point-of-Contact for the SOQ.

Submittal Requirements: It is anticipated that a Solicitation (RFP) for this procurement will be issued shortly following the close of this advertisement. In an effort to provide “maximum practicable opportunity” to participate in the provision of goods and services to Amtrak, prime firms under agreement with Amtrak are required to put forth Good Faith Efforts to contract with Disadvantaged Business Enterprises (DBEs). Therefore a DBE subcontracting plan goal shall be established for this opportunity.
